Canada LMIA Work Permit Explained for UAE Residents

Many people in the UAE look at Canada for skilled work. One of the most common routes is an LMIA-based work permit. This guide explains what an LMIA is, how the process works, and what to watch out for, based on official Government of Canada information.

What is an LMIA?

A Labour Market Impact Assessment (LMIA) is a document that a Canadian employer may need before hiring a foreign worker. A positive LMIA shows that there is a need for a foreign worker in the job and that no Canadian worker or permanent resident is available to do it. Source: IRCC Help Centre.

Who applies for the LMIA?

The employer applies for the LMIA to Employment and Social Development Canada (ESDC), not the worker. Once the employer receives a positive LMIA, the worker can apply to Immigration, Refugees and Citizenship Canada (IRCC) for a work permit. The worker usually needs the job offer letter, the employment contract, a copy of the LMIA and the LMIA number.

Main LMIA streams

ESDC lists several streams, including:

  • High-wage and low-wage positions, based on provincial or territorial wage thresholds
  • Primary agriculture positions
  • Applications to support permanent residence
  • Global Talent Stream, for certain in-demand or uniquely skilled roles
  • Caregiver and foreign academic positions

Step by step

  1. A Canadian employer offers you a genuine job.
  2. The employer applies for an LMIA with ESDC.
  3. If the LMIA is positive, you apply to IRCC for a work permit.
  4. IRCC reviews your application, including your qualifications, background and other requirements.
  5. If approved, you travel to Canada to start work under the permit conditions.

Important warnings

  • Never pay for an LMIA or a job offer. The LMIA is the employer’s application. Be very cautious of anyone selling LMIAs or “guaranteed” Canadian jobs.
  • Check the employer is real. Look up the company, its website and its address in Canada.
  • Use official sources. Application forms and fees for IRCC are on the official canada.ca website.
